SPARSH Step wise PCDA Instructions for NRI & Nepal Domiciled Gorkha Pensioners – 2024

PCDA Guide for NRIs

Pricipal Controller of Defence Account (Pension) had released an instruction on 09 Oct 24 for NRI and Nepal Domiciled Gorkha pensioners who are drawing pension through SPARSH. Due to Geo fencing SPARSH portal can’t be accessed from many countries. Due to this reason we provide you the original content of the letter as it is here. It will be very helpful for all NRI pensioners staying abroad.

Content of the letter as follows:

“Non Resident Indian who are settled abroad as well as Nepal Domiciled Gorkha (opting through banks in Nepal) are getting their Defence pension/ family pension through SPARSH. However, due to geo-fencing applied on SPARSH pensioner portal, they are not able to access their logins from region outside India.

2. PCDA (Pensions) Prayagraj had earlier notified five email IDs for submission of life certificate (जीवन Ůमाण पũ) for annual identification of NRI pensioners/ family pensioners as per their service category. The said instruction stand superseded after issue of this notification.

3. In order to streamline the services of SPARSH to NRI and NDG pensioners, a dedicated email id has been created. The new email ID is as under-

4. The above mentioned email ID may be used by NRI / NDG pensioners drawing pension through SPARSH, to avail following services of SPARSH –

a. Annual Identification – To submit annual life certificate (जीवनŮमाणपũ) in SPARSH.


b. Initiate Family Pension – To report Death of existing pensioner and/or start of family pension to NOK.


c. Report Employment – For reporting employment/re-employment in case employed in Government outside India


d. Update Email – To update email for receipt of notification of payments etc from SPARSH.


e. Update Aadhaar/PAN – For updating Aadhaar, PAN of active pensioner in SPARSH.


f. My Documents – For obtaining Form-16, PPO copies.
g. Raise Grievances – To register grievances related to disbursement.

5. Services for NRI/NDG pensioners through dedicated email, proposed in this notification, is an additional means to register a request in SPARSH. The process for using SPARSH services through login credentials by the pensioner or through SPARSH Service Centres, will continue if they access SPARSH within Indian territory.

6. While sending emails, NRI/NDG pensioner will mention the subject of email as

‘Name of Service (mentioned above in bold) – Rank & Name of Pensioner – SPARSH PPO No’, for proper segregation of email to accord due priority.

7. For eg.
(i) To submit a life certificate, the subject may be mentioned as:
‘Annual Identification – ColXXXX – SPARSH PPO No 101XXXX..’.
(ii) For submitting request to start family pension on demise of pensioner,
subject may be mentioned as:
‘Initiate Family Pension – ColXXXX – SPARSH PPO No 101XXXX..’.

8. Acceptance of request will be subject to verification of documents received. Pensioners are requested to ensure that requirements mentioned in attached Annexure to this notification are completed while forwarding their request.

9. Acknowledgement for registration of request and final response will be notified back to the sender/pensioner through email only. Pensioners are requested to wait for receipt of acknowledgement of registration against their request and avoid duplicity in submission of request. The token number shared in acknowledgement could be used in future reference for locating status, if no response of settlement is received back.

10. Request received on said email from SPARSH pensioners who are residing abroad and NDG pensioners who are receiving their pension in
the bank account of Nepal will only be entertained. Other pensioners are requested to use their portal account for availing SPARSH services.”

Entry/ Change/ Correction of Wife’s/ Widow’s DOB in Indian Airforce Records

FOR AIR FORCE ESM/WIDOWS ONLY:

HOW TO ENDORSE/ CHANGE WIFE’S/WIDOW’S AGE/YEAR/WRONG DATE OF BIRTH (DOB) TO CORRECT & FULL DOB IN IAF RECORDS AND SPARSH PPO?

1) If DOB of Wife/Widow is Wrong (not matching with Adhaar and PAN Cards) OR only AGE or YEAR of birth is mentioned in PPO/AF Records (DAV)/Discharge Books, then you should apply to DAV (through ZSB) to endorse correct and full DOB of wife in DDMMYYYY format in your Service RECORDS & PPO.

Note: For all Pre-2006 pensioners, only AGE or Year or Nil DOB is mentioned in Discharge Books (DB), Service Records (DAV) and PPO.

2) You can endorse full DOB or AMEND wrong DOB of wife in Service Records and PPO in two ways:-

Option-1:  Change Wife’s DOB in Civil Documents (Adhaar Card and PAN Card) to match DOB written in Service Records.
This is less expensive and may take just few days.

Option-2:  Change Wife’s DOB in Service Records (DAV) to match with her Adhaar and PAN Cards. This is more expensive (Maximum ₹1000/-) and will take more time (4-5 months).

Note: If you are 100% certain, that there is NO DOB of Wife given or written in AF RECORD, then you can apply only for ENDORSEMENT OF DOB IN SERVICE RECORDS AND PPO. In that case Affidavit not required.

3) To change Wife’s Wrong DOB/Age in Service Records, apply to DAV through ZSB.

Note: If there is any error in Wife’s Name, then both Name and DOB of Wife/Widow should be changed together through one set of documents and not separately.

4) Take Following Steps:-

STEP-1: PREPARE FOLLOWING DOCUMENTS:-

1) PERSONAL APPLICATION.

(a) Addressed to DAV. 
(b) Signed by ESM/Widows. Not by Wife. 
(c) Bring “3 Original Copies,”
(d) Write in English and get printed.
(e) Leave enough space at the bottom of application for stamp & signature of ZSB officer. 
(f) Mention your Rank, Name, S No., Date of Retirement, PPO No., complete current Address with PIN Code, active Mobile Number and Email ID (If Available) on top right corner of your application. Widow will first write “Widow of SNo..  .Ex…… Name …..”.  

2) AFFIDAVIT.

(a) By 1st Class Judicial Magistrate or Notary on ₹20 Non-Judicial Stamp paper.
(b) Wife/Widow will sign as Deponent and NOT ESM.
(c) Wife’s Right Hand five Finger prints required.
(d) Wife’s Current passport size photo to be pasted and self attested. Do not sign over face.
(e) Wife’s both correct DOB and wrong DOB and both belong to same person must be mentioned.
(f) Reason for the change of DOB should be written.
(g) Original one copy Required.
(h) Affidavit should not be more than 6 months old.
(j) No cutting, over writing and use of correcting fluid is allowed.

3) ADHAAR CARD.

(a) Must be given.
(b) Wife’s DOB must be written in full DDMMYYYY format.
(c) Name should match with her Service Records and PPO.
(d) To be self attested by wife/Widow.

4) WIFE’S PAN CARD.

(a) Name and DOB must be correct, full and matching with Aadhaar Card.
(b) Should be signed by Wife.

5) WIFE’S BIRTH CERTIFICATE (BC)

(a) BC of Wife must be given, if available.
(b) Compulsory, if born after 1985.
(c) Proposed new DOB, her Name and her father’s Name should match with Records.
(d) Should be signed by Wife.

6) WIFE’S SCHOOL FINAL CERTIFICATE.

(a) Submit Wife’s 10th or 12th Board Certificates, if available.
(b) Wife’s DOB and her Father’s name should be correctly mentioned.
(c) Should be signed by Wife.

7) MARRIAGE CERTIFICATE (MC).

May be given. Should have wife’s correct Name and DOB. 

Note: Remember, by changing her DOB, she should NOT become a minor on date of marriage.

8) VOTER CARD.

(a) If available must be given.
(b) Name and DOB of Wife is should be correctly mentioned. 
(c) Signed by Wife.

9) PASSPORT.

May be given. Wife’s correct Name and DOB should be written and self attested.

10) ECHS CARD OF WIFE.

If ECHS 64 KB smart card is issued to wife with Correct DOB, then a self attested copy must be given. 

11) PPO.

Original retirement PPO, Corrigendum PPO, EPPO and SPARSH PPO, if available to be given.

Note-1: If your wife’s NAME is NOT written in any PPO, it means you DO NOT have a JOINTLY NOTIFIED PPO (JN-PPO). Then a separate procedure to be followed for joint notification in PPO. 

Note-2: If your Wife’s Name is Not Written in Discharge Book and PPO, then you need to first take up case for publication of your Marriage Publication.

12) DISCHARGE BOOK.

NOT REQUIRED TO BE ATTACHED for AF ESM.

NOTE: Bring original DB to ZSB for verification. If you want, you may only attach, Pages of DB in which “ESM particulars pg (Name, SNo. etc)” and “Family Details” page. No other pages required.

13) SPC. Service Particulars Certificate.

Widows should sign and attach the copy her SPC. If not available, then copy of husband’s Discharge Book to be attached (all pages).

14) DEATH CERTIFICATE.
Widow needs to attach husband’s Death Certificate.

15) PDA/BANK DETAILS  FORM.

(a) This is a MANDATORY Document if you are getting pension from CPPC-BANK.
(b) To be submitted in TWO original Copies.
(c) PDA Form must be filled up and signed by ESM/Widow.
(d) Counter signed by your PDA (Pension Disbursing Authority), which is your Bank Manager or DPDO or TO (Treasury Officer) etc, from where you are drawing Defence Pension and submitting Life Certificates.
(e) In case transferred to SPARSH, fill up this Form and write, “Transferred to SPARSH”.

16) DELAY EXPLANATION CERTIFICATE.

(a) If there is long delay in taking up case for DOB change, it is better to give a Delay Explanation Certificate.
(b) To be signed by ESM/Widow.

NOTE: SELF DECLARATION CERTIFICATE BY WIFE:-
NOT REQUIRED.

17) SELF DECLARATION BY AIR VETERAN.

It is required to certify genuineness of DOB proposed by the ESM, only when No Birth Certificate and Education Certificate are available and given.

NOTE: NEWSPAPER AD & SELF DECLARATION:
NOT REQUIRED FOR DOB CHANGE.

STEP-2: Forward all  documents, along with all Originals to ZSB.

NOTE: PLEASE DO NOT BRING 3 SETS OF ALL DOCUMENTS.

STEP-3: After verification Application will be signed and Recommended by the Secretary.

STEP-4: Out if three copies of Application, one will be kept with ZSB without any supporting documents. One copy application will be given to you as receipt copy.

STEP-5: The third copy of Application along with all documents will be given to you. Pl send to DAV, by Speed Post and not by courier service.

STEP-6: DAV will publish POR and upload in IAF Pensioner’s website and will NOT send Hard copy by post to your home and ZSB.

Note:- To get POR, first Register yourself in the IAF website and then log into your page to check if your POR copy has been uploaded or not. If available, then download and take a print.

STEP-7: ZSB will make entry of POR in your Discharge Book.

STEP-8: DAV will also automatically take up case  with PCDA/JCDA(AF) to endorse your wife’s DOB in DDMMYYYY format in your SPARSH PPO. You may check SPARSH/EPPO in future to find amended SPARSH/EPPO.

Note: If your SPARSH PPO is not amended/updated, please edit DOB in SPARSH website and lodge complaint in SPARSH directly. SPARSH will verify with DAV and update wife’s DOB.

STEP-9: NO NEED TO  APPLY AGAIN to DAV for endorsement of DOB in PPO.

ENTIRE PROCESS MAY TAKE 3-4 MONTHS.

Actions to be Taken After Death of ESM

AFTER YOU: CHECK LIST FOR YOUR WIDOW.

STEPS TO BE TAKEN BY YOUR WIFE (WIDOW)/NEXT OF KIN (NoK) AFTER DEATH OF HUSBAND (ESM):

Step-1: Collect Medical Certificate from Authorised Doctor/Hospital, in which “Cause of Death” is clearly written.

Note: In case of Unnatural death(Suicide or Accident), then collect copies of Medical Report, FIR, Postmortem Report, Police Investigation Report also. 

Step-2: Inform relatives and finalise funeral formalities. 

Note for AF: In case of funeral of Air Veteran (AV) is planned near any AF Stn, then immediately inform Stn authority about the death of AV, along with location and time of funeral. AF Stn will send a contingent to lay wreaths and pay homage to the departed soul of AV.  

Step-3: After funeral completed collect certificate.

Step-4: Apply for Death Certificate (DC) within 15 days of Death at the Registrar of Births & Deaths Office.

Note: If DC is issued with QR & Bar codes and name of website, then download DC as and when required. But, if Bar Code is not printed, then get 10/15 additional copies of DC on payment  and get them attested by Secretary ZSB or any Gazetted officer. 

Step-5: Apply to PDA (Pension Disbursing Agency/Bank) to STOP Service Pension of ESM. Submit copies of DC, PPO and First page of  Bank Passbook and copy of Widow’s Adhaar Card.  

Note: If ESM was getting pension from SPARSH, then, upload DC and intimate Death in SPARSH website.

Step-6: Apply to bank to Start Family Pension in favour of the widow.
If the ESM had a JN-PPO (Wife’s Name is written in PPO) and his the Pension Account is also jointly held with Wife, then, Bank will convert that joint Pension Account into Single account on Widow’s Name and give family pension to her. Widow should submit a copy of PPO, Adhaar card, PAN Card and two passport size photos of her in the Bank to start her pension. Also she should submit Life Certificate to bank to get first time Pension.

Note-1: SPARSH pensioners should apply for starting FP in favour of widow through SPARSH website.

Note-2: When account becomes single in the name of widow, please submit FORM-A to bank to NOMINATE someone, who will be able to withdraw balance amount from that account after widow’s death.

Step-7: Please Return I Card of ESM and Dependent I Card of Wife (if issued) to ZSB Barasat. Write a simple application and attach a copy of Death Certificate.

Step-8: Apply for Widow I Card at ZSB, Barasat. First apply Online in KSB Portal and then apply Offline with hard copies of form and documents. If there is NO JN-PPO, then No I Card will be issued to the Widow, till she gets her own PPO.

Step-9: Send “Death Intimation Application to Record Office” through ZSB/AFA.

Step-10: “Apply for Funeral Grant or Demise Grant or Garima Grant or ADLR (Assured Decent Last Rites)” to respective offices.

(a) Army Widows will apply for ADLR to Army CSD Canteen and Stn HQ for ₹10000/- +₹7000/-(total ₹17000/-).

(b) Naval Widows will apply at the CRSO Office at Kolkata for ₹30000/-

(c) AF Widows will apply to SI Office of Nearest AF Stn or IAFBA New Delhi, through ZSB to get ₹10000/-.

Step-11: Send Insurance Claim to AGI/NGI/AFGIS, (if applicable) through ZSB.

Step-12: Air Force widows apply for Family Assistance Scheme (FAS) from IAFBA through ZSB. You will get ₹1500-2800/- pm for 8yrs or lump sum amount, depending upon, which scheme is eligible.

Step-13: All Army, Naval and IAF Widows may apply for Children Education Grants from DIAV, INBA and IAFBA respectively, if applicable.

Step-14: Widows may apply for Children Education Grant/ PMSS etc online at KSB website.

Step-15: Army Widows may apply for financial grants from Regimental Funds/Association etc. Widows from Artillery Corps will get ₹20,000/- from RAA (Regimental Artillery Associations).

Step-16: Block ECHS 64 KB Smart Card of ECHS online in ECHS website or Deposit to the affiliated ECHS Office of Army Stn HQ and take receipt. ECHS Cards for wife and other family members will continue.

Step-17: Apply for CSD (both Grocery and Liquor) Cards for Widow at nearest CSD Canteen Office. When cards are received, return both CSD Cards of ESM at CSD Office.

Step-18: Return any  Service I Card, if issued to ESM by Army/Navy/AF HQs or Sub Area HQ to respective offices or Army Stn HQ Bkp/Bengal Sub Area HQ or INS Netaji/AF Stn Bkp.

Step-19: Apply to Bank and Post Office to close all Single Accounts and all Fixed Deposits etc in the name of ESM and transfer amount into nominee’s A/c. All joint accounts should be converted into single accounts.

Step-20: Claim for other Insurance Amount from LIC/PM’s Insurance scheme/Others, if applicable.

Step-21: Intimate Assessment Officer of Income Tax Circle of ESM, about the death of ESM. Apply to IT department to surrender the PAN Number after four years.

Step-22: Visit Adhaar Card office or go to website to Digitally Lock the Biometrics of deceased ESM Adhaar Number, to prevent misuse in future.

Step-23: Transfer all Equity shares/Mutual Funds/SIPs etc, in the name of ESM to the nominee’s name and close his DEMAT A/c, if any.
 
Step-24: Visit nearest Road Transport Office (RTO) to surrender Driving License of ESM, if valid and applicable. Also, apply to RTO to transfer ownership of two/four wheeler vehicle on nominee’s name.

Step-25: Visit local Election Office and apply to cancel ESM name from Voter’s List by submitting Form No. 7 and Death Certificate.

Step-26: If there is any loan pending on ESM’s name, same should be liquidated.

Step-27: Transfer ownership of Gun/weapon after getting gun license. Keep the gun in Police Stn custody till then.

Step-28: If there is any police case or court case pending against the deceased ESM, then submit Death Certificate to Police Stn/Court.

Step-29: Transfer ownership of Flat/House/property in the name of nominee. If not jointly registered, succession certificate or legal heir certificate may be required.

Step-30: Apply for change names of Electric Meter, Society Charges, Cable TV, Telephone, Broadband, Property/House Tax etc.

Step-31: Execute WILL of ESM, if any.

Step-32: If you are looking for a job, submit your biodata to Army Stn HQ/AF Stn Bkp or INS Netaji as applicable.

Step-33: In case ESM had worked in another organisation after retirement from military service, then contact his ex-office for various death benefits, second pension and job for widow etc.

Step-34: Deactivate Adhaar Number of ESM by blocking Biometric authentication in Adhaar Website (https://uidai.gov.in).

ALL ESM ARE ADVISED TO PREPARE A DETAILED WRITTEN CHECK LIST, AS PER HIS OWN REQUIREMENTS AND CONDITIONS.

PLEASE BRIEF YOUR WIFE & GROWN UP CHILDREN ON ACTIONS TO BE TAKEN AFTER YOU, SO THAT WIDOW DO NOT FACE ANY PROBLEMS IN FUTURE.
